Ask just about anyone that's tried it, and they'll tell you that Fallout is one of the best games they've ever played. Interplay's 1997 computer role-playing game featured truly open-ended gameplay but without compromising the quality of its excellent storyline. It also featured a memorable cast of characters, a unique premise, enjoyable turn-based combat, and lots of replay value. In particular, Fallout's quirky postapocalyptic setting--which is kind of like The Road Warrior with a self-conscious dash of Leave It to Beaver--left a lasting impression on many players. It's this setting that's the star of Fallout: Brotherhood of Steel, which could easily be described as a hack-and-slash action game were it not for the fact that you'll use things like shotguns and laser rifles instead of swords and axes to do your dirty work. More specifically, Brotherhood of Steel is clearly inspired by and closely resembles Interplay's outstanding action RPG, Baldur's Gate: Dark Alliance--but it's not as impressive. Fallout fans will find that this game is fairly faithful to the spirit of the series, except for the relentless use of profanity in its dialogue, so it's basically a simple, mildly entertaining, and somewhat uneven quasi-futuristic dungeon crawl for one or two players.
Brotherhood of Steel features a linear campaign, which can be played through by one or two people. Players assume the role of initiates in the Brotherhood of Steel, a faction of futuristic 'knights' attempting to bring some order to a postnuclear world-gone-wild. Initially, three characters are available: a woman named Nadia, a tough guy named Cyrus, and a mutant 'ghoul' named Cain. Additional characters are unlocked as you make your way through the game, but all of them play roughly identically. In practice, the characters don't even look very different, since they appear quite small on the screen. The game's plot has you trying to track down your Brotherhood comrades, from whom you were separated. In so doing, you'll free a village from some ruthless raiders, confront ghouls in an overrun city, visit one of the vaults in which humanity saved itself from nuclear destruction, and uncover a super mutant plot, among other things.
The gameplay of Brotherhood of Steel mostly involves running around enemy-infested environments and slugging it out with just about everything that stands in your way, while using the Fallout equivalent of health potions--called stimpacks--whenever you're low on health. You may have three different weapons on hand at a time, so it's easy to switch between ranged and melee weapons on the fly, for instance (using the black and white buttons to cycle through them). In addition to attacking, you can jump (there's a good bit of bottomless-pit-leaping in this game), crouch (which is a more or less worthless ability), and execute quick evasive maneuvers in one of four directions. You may also target your nearest foe using the right shoulder button, who'll become outlined in red (or blue for player two), which allows you to automatically keep a bead on him while firing at him with whatever ranged weapon you have on hand. You might have to tap the targeting button a couple of times if you're surrounded, but often, you can just lay on the targeting and fire buttons, and you'll automatically kill everything in your vicinity. You don't have to stop what you're doing to use stimpacks, either. As such, the action in Brotherhood of Steel is pretty mindless (though toggling on the friendly-fire option in two-player mode can make things a bit more interesting). Hack-and-slash games shouldn't be complicated, but that doesn't mean they shouldn't have any depth.
Brotherhood of Steel isn't a long game, and it weighs in somewhere close to 10 hours from start to finish. However, it feels pretty long because the nature of the gameplay is very repetitive. You'll face different types of foes, and Fallout fans will recognize some of them, especially the radscorpions, the super mutants, the ghouls, and the deathclaws. Despite the variety, these enemies all adopt one of two types of tactics. If they have ranged weapons, they'll shoot at you, and if they don't, they'll run up and try to hit you at close range. A few later sequences have you escorting or traveling alongside a computer-controlled ally of some sort, and there's a bit of light puzzle-solving. Also, there's a small handful of interesting scripted events that occur in some of the stages, and there are a few stages that have you facing multiple types of opponents that want to kill each other as much as they want to kill you. But these are relatively rare exceptions, and the core gameplay of Brotherhood of Steel remains simple and constant throughout the experience.
The action-oriented gameplay is occasionally interrupted by dialogue sequences, which seem overly drawn-out--so you'll probably find yourself skipping over the speech and skimming the text so that you can proceed to the next fight posthaste. Fallout fans might appreciate appearances by a few characters from the original, though they might not immediately recognize these characters since Brotherhood of Steel evidently takes place some decades after the conclusion of the first game. Some Fallout fans are also going to be put off by the incessant use of profanity in the dialogue.
Fallout was, by all means, a mature-themed game. In particular, it featured some extremely over-the-top violence. However, it wasn't crass. For some people, graphic depictions of violence are just as tasteless and offensive as prodigious cussing and other profane dialogue. Whatever the case, Brotherhood of Steel trades Fallout's visceral feel for a lot of four-letter words (though to be fair, the dialogue can be pretty funny at times). This is actually too bad because, certainly, one would sooner expect intense action sequences than lots of swearing from a game like this. Some of the weapons in the game do seem to pack a wallop, but enemies on the receiving end tend to just keel over dead, or they pop like balloons rather than getting cut to ribbons as in the original Fallout. And even though you'll be facing some surprisingly large foes late in the game, they animate too quickly for their size and therefore never really look as big and imposing as they should. The action has a decent feel to it, overall, but it could have packed more of a punch.
Brotherhood of Steel offers four different difficulty settings, the toughest of which is unlockable. At the default setting, the game's difficulty is rather uneven. The first two-thirds of the game are pretty much a cakewalk, since most of your foes will have a hard time inflicting any serious damage on you, and you'll earn tons of money and find more stimpacks than you need. Save points are everywhere, too. Then, rather suddenly, things get tough--not too tough but drastically more difficult than anything prior. This may take you by surprise, because if you run out of ammunition or stimpacks in this stage of the game, you may find yourself at an impasse. Also, the occasional keyhunt-style sequence can be frustrating. You'll need to access a locked door of some sort, but unless you kill a specific enemy and notice that it drops a tiny key--and subsequently pick up that key--you might wander around aimlessly while trying to figure out where you're supposed to go next. Fortunately, an onscreen automap mostly does a good job of pointing you in the right direction.
The role-playing elements here are even lighter than those of Baldur's Gate: Dark Alliance. You gain experience levels from killing lots of stuff and from solving quests, which earns you points that can be spent on various perks for your character. These may increase your potential to inflict damage, or they may increase your health or armor. They may also grant a few special abilities, which aren't very special. And that's basically it. You don't have to think about any statistics or anything. Additionally, the game's variety of weapons and armor just keeps getting more powerful the farther you get into the game. So there really aren't any interesting decisions to be made about how to outfit your character. Furthermore, you can't rely too heavily on a single type of ranged weapon, for fear of running out of ammo, so you'll invariably end up using a combination of ranged and melee weapons to get the job done.
Brotherhood of Steel looks pretty good, and the Xbox version looks predictably sharper and cleaner than the PS2 version. Fallout fans will recognize that the settings in the game are reminiscent of the series' gritty locales. However, the presentation is pretty uneven. The occasional cutscenes that use the game's 3D engine look quite poor, and the close-ups of the character models (seen during dialogue sequences) look pretty shoddy, too. At least the game maintains a relatively smooth frame rate, even when lots of bad guys are onscreen. Fallout fans will also notice that much of the artwork from previous games in the series was recycled for texture maps in Brotherhood of Steel. Some of these throwbacks are nice, but they also seem a bit lazy. Less forgivable is the excessive product placement for a certain caffeinated soda. One of the few advantages of a nuclear war would be the elimination of overbearing and invasive advertisements, wouldn't it? Age of empires 2 4k.
The game's audio seemingly could have been better with a little more tuning. On their own, the sounds of combat and the voice acting are quite good. For instance, veteran voice actor Tony Jay lends his talents to the game. Additionally, the game features licensed music from a number of metal bands, such as Slipknot and Skinlab, though you wouldn't necessarily know it just from playing through the game. That's because Brotherhood of Steel seems strangely silent. Most of the time an ambient score plays almost imperceptibly in the background, but it jarringly switches over to guitar riffs during the occasional boss battle..and when you die. Overall, the game sounds fine, but the audio seems like less than the sum of its parts.
Fallout: Brotherhood of Steel isn't a great game, but it can still be entertaining to play. The action is repetitive and straightforward, but the game features a lot of cool weapons and tons of stuff to hack or shoot at, plus it's got some of the charm that helped make Fallout a genuine classic. Brotherhood of Steel is no substitute for a true Fallout sequel, but it doesn't aim to be one. So, if you're looking for a hack-and-slash game that you can unwind with, but you're a bit weary of how they all take place in fantasy-themed settings, then Fallout: Brotherhood of Steel should do you good.

Starting off with the leader of the whole BoS.
The High Elder
The high elder is the leader of the entire Brotherhood of Steel and the other elders. Since all other known high elders came from the Maxson family, it has been speculated that Rhombus was descended from Roger Maxson as well. There were most likely some high elders between Rhombus and Jeremy Maxson.
Elder
The elders form the Brotherhood's ruling council. Individual elders are occasionally leaders of localized splinter chapters of the Brotherhood. Under normal circumstances, the ability to become an elder is reserved for paladins, although there are exceptions, such as Elder Elijah, who was a scribe.
General
Generals control all of the Brotherhood's military. They report to the high elder and the Elder Council and will only make a move if it's approved by them. They obtain the title of general by showing outstanding performance in military tactics and combat. They help decide the titles of the most promising recruits from initiates and squires all the way up to the head paladin and head knight.
Sentinel
Sentinel is a rank used by the East Coast division, ranking between paladin and elder. The only known member of the Brotherhood to have achieved this rank at the time of Fallout 3 is Sarah Lyons, who leads the Lyons' Pride elite unit. The Sole Survivor can also attain this rank if he or she completes the Brotherhood main questline. Based on dialogue with Elder Maxson at the end of Fallout 4, sentinels do not require orders and usually conduct operations at their own will. Maxson states that the Sole Survivor is the only member of the Brotherhood of Steel that currently holds this title and it has been some years since the last sentinel served under him.
Head Paladin
The head paladin is responsible for dealing with the paladins in the same way the head knight does, but the head paladin chooses which paladins should lead each knight squad and which areas may prove to be suitable HQ's. The head paladin holds meetings with the high elder, elders, head scribe, generals and head knight. Both the head knight and head paladin report to the high elder and generals, no one else. The head paladin and knight don't tend to go out into the field of battle, although they may in critical circumstances. When they do enter a battle it is almost certain that they will have a huge army protecting them and will very rarely be seen on the front line, they normally sit back with the generals and help plan strategic maneuvers.
Head Knight
The head knight is responsible for allocating knights to missions ( i.e. to defend bases or to secure areas of interest.) The head knight is also responsible for reporting all incidents involving the knights to the generals, elders or high elder (depending on the severity of the situation.) The head knights are also present at meetings with the high elder, elders, head scribe, generals and head paladin, like knight commanders and knight captains in the Midwestern and East Coast branches.
Inquisitor
Elite special forces and an acting detective service within brotherhood territory. An inquisitor is a special rank of the Midwest Brotherhood, and they are usually extremely sadistic. They're in charge of interrogation and intelligence within the Brotherhood, and are not restricted by much of the Brotherhood's code when it comes to their job. The inquisitors appear in Fallout Tactics in Barnaky's alternate ending and were to appear in Fallout Tactics 2, the canceled sequel.
Paladin Commander
Paladin commanders lead squads (if not battalions) in the East Coast, and are well respected among the Brotherhood's ranks. They are scarcely found in the field, often planning with the other commanders in the Brotherhood, but when they are, they are a force to be reckoned with, often found with powerful energy weapons and leading huge forces. They rank only below star paladin, sentinel and elder.
Knight Commander
Knight commanders are often seen in the field leading shock troopers dropped off of Vertibirds, or in charge of a command post in the Commonwealth, leading lower ranking knights into battle. Being the highest ranked field knight, they are accountable to no one but the head knight, head paladin, sentinel and elder.
Star Paladin
Star paladins are paladins who have been recognized by the Brotherhood for their honor, tenacity in battle, and loyalty to the Brotherhood. They are a separate caste (similar to sentinel) in that they are free from the chain of command, although they are not given as much freedom as a sentinel would. The only star paladin encountered in Fallout 3 is Star Paladin Cross, and it is mentioned Elder Owyn Lyons was a star paladin before he was promoted to elder. In Fallout 4, star paladins can be seen guarding Liberty Prime's construction platform, and they can be seen out in the field at checkpoints in the southern area of the Commonwealth if the Sole Survivor has completed Ad Victoriam. Star paladins will continuously level with the player character.
Paladin Lord
Paladin lords are paladins who lead special operations outside of the main Brotherhood of Steel military. They only report to the high elder and head paladin. Their operations are sometimes kept secret from the generals, because they often clash with Brotherhood military regulations. They are given specially selected squads that will follow the paladin lords without question, and are forbidden to talk about their missions to other members of the Brotherhood.
Knight Captain
Knight captain is a rank used by the East Coast division. In Fallout 3, there are four known members of the Brotherhood who have achieved this rank, which are Knight Captain Dusk, Gallows and Colvin from Lyons' Pride as well as Knight Captain Durga. They have full command of a company of knights and paladins under their command, taking orders only from a sentinel or elder. As a leadership rank, knight captains are free to take part in major campaigns or independent operations.
Knight Sergeant
Knight sergeant is a rank used by the East Coast branch, denoting a position above paladin and below knight captain. The rank gives a command of two to three squads of knights and paladins, as well as the command of a base or outpost like the GNR building plaza. Knight Sergeant Wilks and Knight-Sergeant Dawes are the only Brotherhood of Steel soldiers known to acquire this rank.
Senior Paladin
Senior paladins are paladins which show promise to become paladin commanders, paladin lords or sentinels. They are very well respected among other paladins and knights and can increase the morale of soldiers greatly.
Senior Knight

Senior knights are knights which show promise to move up to be paladins, knight commanders or knight captains. They are very well respected among the other knights, and in the western Brotherhood of Steel they are some of the top mechanics and engineers. An example of a senior knight is Lorenzo from Fallout: New Vegas.
Paladin
Paladins are a class of members of the Brotherhood of Steel. They are likened to the scribes of the Brotherhood as being on the same level, but with a different purpose. They are the protectors of the Brotherhood, fighting and protecting its interests across the wasteland, equipped with power armor and an array of lethal weapons. In Fallout: New Vegas, The Courier becomes a paladin after the quest 'Eyesight to the Blind' is complete. Paladins in Fallout 3 and Fallout 4 are considered the elite versions of the knight.
As mentioned in Chris Avellone's Fallout Bible 8, 'the scribes develop technology, the knights build it, and the paladins use it.'
Contrary to the original Brotherhood, Owyn Lyons has changed the rank system - Paladins are no longer a separate caste, but a rank (albeit a high one) instead.
Operations Officer
The only known person of this rank is Operations Officer Edwards in Fallout 3.
Knight
Knights are responsible for manufacturing and repairing the weapons and other pieces of technology. After many years of service and experience, the best knights are promoted to paladins - the pinnacle of the Brotherhood military. The next rank is senior knight, and finally the leader of the order is the head knight. As all paladins are also knights, the head paladin is usually also the head knight. Knights wear mostly power armor. The large gear in the Brotherhood of Steel symbol represents the knights.
In the East Coast and Midwestern divisions, 'knight' is a strictly military rank and the scribes are the ones responsible for manufacturing technology there. This rank is most likely the equivalent of real-life non-commissioned officers (corporal to sergeant).
The Lone Wanderer becomes a knight after the quest Take it Back! is completed if the Broken Steel add-on is installed for Fallout 3. Although knights are typically required to train as initiates, it appears that this can be waived at the Elder's discretion as Elder Lyons directly appoints the Lone Wanderer as a knight. Lyons even states that he will 'circumvent our standard recruitment procedures' in the Wanderer's case.
Junior Knight
Not much is known about this rank only that it is higher than journeyman knight.
Jounreymen Knight
Journeymen knight is the one small step rank before becoming a full fledged knight. It is where an initiate decides after their advancement whether to continue as a knight or scribe. It is an important step in advancement as they continue to serve the Brotherhood.
Senior Squire
Senior squires are squires which are ready to become knights and are taught all the requirements and oaths to be a knight of the Brotherhood of Steel.
Squire
The only member of the East Coast branch who holds this rank in 2277 is Arthur Maxson. It is possible that this rank is used similarly in the original Lost Hills Brotherhood. Squire was originally a title which ranked above initiates and were to receive training out in the field unlike the initiates.
By 2287, the East Coast branch of the Brotherhood has adopted the rank of squire as a title for children who have joined the Brotherhood. These children are not allowed into combat, instead performing errands and menial labor for the Brotherhood's military, and are provided with training and education in return. These children also appear to be heavily conditioned by propaganda, with those aboard The Prydwen claiming not to fear death and possessing an almost religious devotion to the Brotherhood.
Squires are occasionally taken out as observers on sweep and clean missions led by high ranking members of the Brotherhood. Lancer Captain Kells bestows such a responsibility upon the Sole Survivor in the repeatable quest Leading by Example, the squire does not partake in the fighting and is merely there to witness the proper techniques of exterminating vermin from the Commonwealth.
Senior Initiates
Senior initiates are initiates which have completed basic training and move on to more advanced training.
Initiate
Initiate is one of the lowest ranks in the Brotherhood of Steel's rank system. The precise definition of the rank appears to vary between the regional chapters.
The West Coast division uses the term to indicate a mere trainee as having been initiated into the Brotherhood, whereas the other two reserve that title until the recruit has completed initial training. The most plausible explanation lies in the fact that the West Coast division is significantly more insular than the others; the bulk of its new recruits are the offspring of existing members, and only rarely are outsiders accepted into the organization. By contrast, circumstances have forced the other two divisions to actively recruit from among the local population.
Both the West Coast and Midwestern divisions divide the rank into 'buck' initiate and senior initiate. It is not known whether the East Coast division follows this practice.
In the West Coast division, initiate is the base rank of one who has only just been accepted into the Brotherhood as a trainee. After completing initial training, initiates are slated to become either scribes or knights, and are promoted to apprentice in the appropriate branch. Initiates on the West Coast were also not allowed to leave the Lost Hills Bunker and experience field combat. They would have to be promoted to squire before they could actually fight.
Unlike in the other Brotherhood divisions, east coast initiates may even be issued power armor if their assignment merits it (as in the case of the ill-fated Initiate Reddin of the Lyons' Pride). They were also sent out into the field of battle to experience fighting the mutants for real, because of the low numbers of soldiers.
Civilian Ranks By Level of Position
Head Scribe
The head scribe is the highest ranking civilian class of the Brotherhood of Steel. The head scribe is responsible for choosing which scribes work on which project and which scribes should be assigned to each order. The head scribe also chooses the high scribes or proctors of each order and must also oversee the projects each order is working on. The head scribe is a highly intelligent person who has mastered the orders of the Sword, Shield and Quill, and may also take on a project of their own interest, as Head Scribe Rothchild did with the Liberty Prime Project. The head scribe is one of the people who must attend the meetings with the high elder, elder council, generals, head paladin and head knight. The head scribe reports to the high elder and Elder Council only.
High Scribe
The high scribes are the proctors of the Orders. There are three high scribes: one of the Sword, Shield and Quill. They oversee and approve of each project that the scribes in their order are working on and assign the proper scribes to the right projects. Each high scribe must report to the head scribe on each project and to get approval to move ahead with a new project. The high scribes often work on their own projects, which are usually completed very quickly because the high scribes can prioritize them and assign senior scribes to them. In some cases, high scribes have been called to meetings with the high elder and the Elder Council; The East Coast Brotherhood of Steel tend to have their three high scribes (Peabody, Jameson, and Bowditch) in every meeting with Elder Lyons.
In 2287 when Elder Maxson brings the massive airship the Prydwen to the Commonwealth he brings three proctors with him. They are Proctor Teagan of the Sword, Proctor Ingram of the Shield and Proctor Quinlan of the Quill.
Senior Scribe
Senior scribes are some of the most advanced scribes. They are always chosen for the most important projects and are the next in line to become proctors of orders when the old proctor retires or dies. They often take on the most promising journeyman scribes to be their apprentices and choose what order they should be in (usually, it is the same order that the senior scribe is in). Senior scribes teach their apprentices everything they know and will continue to teach them until they are nearly senior scribes themselves. On rare occasions, the senior scribe will be promoted to head scribe and their apprentice to high scribe. When this occurs, the apprentice will be given special treatment and the elders usually separate the two to remove any impression of impropriety. Two examples of senior scribes are Linda Schuler, from the Mojave Wasteland Brotherhood of Steel and Neriah from the East Coast Brotherhood of Steel.
Scribe
Scribes are tasked with creating and keeping records of the technology used by the Brotherhood. The attitude of many scribes in the Brotherhood can be described as techno-centric. While a great number study history and culture, the majority of scribes focus their studies on subjects related to the acquisition, repair, or creation of technology.
It is implied by the Fallout Tactics Manual that some scribes, at least in the Midwest chapter, organize themselves into unions similarly named to American labor unions.
Journeymen Scribe
Journeyman scribes are scribes-in-training. They are often taken in by one of the senior scribes and made apprentices, where they are then taught to be full scribes. If they are not apprenticed by a senior scribe, they are often chosen to work on projects that are very insignificant. Journeyman scribes start off in no order but will either pick an order themselves, or their master will choose for them. One example is Veronica Santangelo, a journeyman scribe of the Mojave Wasteland Brotherhood of Steel, and a possible companion in Fallout: New Vegas.

Everything in Fallout is a trade off. I believe the best armor I got though was the winterized armor found in the Alaska simulation.

Fallout 4 Brotherhood Of Steel Armor
Beneath Fort Constantine you can access 'Bomb Storage' (using a key from Dukov, Ted Strayer, or any of the others from the 'You Gotta' Shoot Em' In The Head' quest) and pick up the T-51b Power Armor - with +50 damage reduction, more than any other armor in the game. The winterized armor mentioned in another answer only has +45 DR.
There's only one of it in the world. I successfully completed the 'You Gotta' Shoot Em' In The Head' quest during one character build and upon entering the room found the armor had been taken, so keep that in mind when you play through other quests.

Fallout 3 Brotherhood Of Steel Armor Mod
In terms of DR, it's a tie between the T-51b power armor (in Fort Constantine; related quest: You Gotta Shoot 'Em in the Head) and the Enclave Hellfire armor (worn by some Enclave Soldiers and Enclave Hellfire troopers if the Broken Steel DLC is installed). Both have 50 DR and 2000 item HP.
The Hellfire has the same DR as the T-51b power armor and high durability, and boasts the added benefit of +30 Fire resistance and +1 Strength. The only drawback is that the helmet gives a penalty to Charisma, while the T-51b's does the exact opposite.
However, the Hellfire can be repaired with other Hellfire armors, whereas the unique T-51b can only be fixed by merchants. The fact that Enclave troops wearing the Hellfire are somewhat uncommon does reduce the appeal, but that should not discourage.
Note that the armor, as DLC material, cannot be turned in to Casdin for his quest.

The T-51B Winterized Power Armor Earlz was referring to is the strongest armor in the game. You receive it after completing ALL of the Operation Anchorage content. It is located in the armory you are given access to at the end, before leaving the simulation, as is the Chinese Stealth Armor. You want both of these, and you'll want to grab the Gauss Rifle as well, if you've not already gained access to the alien technology via the Mothership Zeta DLC. You will not be able to obtain them at any other point in the game.
The T-51B armor is 'broken' in that it, essentially, never takes any damage. Also, the helmet is a stackable item.

Winterized T-51b from Operation: Anchorage is the best- it may have less DR than the normal T-51b, but that all changes when you go into combat. The Winterized T-51b never needs to be repaired, while the normal version breaks down alot. Also, its damage resistance is really high.
